I'm in the 'City of Brotherly Love' aka Philadelphia.
On my way over it did cross my mind that some people are just too stupid and should be kept at home. The American guy next to me on the flight 'got confused' when they were handing out the customs and immigrations forms! How confusing is it when a flight attendant walks down the aisle asking whether you'd like an immigration and/or customs form? It really blew my mind.
Then when we arrived at Philadelphia the woman a couple of people ahead of me in the queue for immigration could speak no English at all and hadn't filled out any of the necessary forms. The scary, shaved headed immigration officer wasn't particularly sympathetic to her plight. It took bloody ages to sort everything out. I was not impressed, but I suppose it's a bit harsh to label someone stupid for not being able to speak English. However, she could've been a little bit prepared.
